We explore the linear approximation of General Relativity (gravitomagnetism) and apply it the orbits of stars in galaxies. We argue that MOND’s acceleration scale constant favours Mach’s principle instead of the quantum vacuum as the underlaying phenomenology explaining MOND. This is due to the fact that, while the cosmological constant remains mysterious and it is measured indirectly, the mass and size of the universe are measured directly. Moreover, Planck’s constant does not appear anywhere in MOND.
